I am directed by the Secretary of State for
India in Council to acknowledge the receipt of your letter
No. C.R.T. 2953, dated the 3rd August 1920, on the subject
of certain arrengements which it is proposed to make to control
the export of opium, and of kindred drugs, from the United
Kingdom. The Board of Trade desire to learn whether the
Government of India would be prepared to participate in these
arrangements.
2. It is understood that this enquiry is directed
towards ascertaining whether the Government of India would be
prepared to co-operate in giving effect to the arrangements
proposed in the "draft note", in eo far as exporte from the
United Kingdom to India of the drugs enumerated in paragraph
2 of that note are concerned,

The arrangements at present in force governing
the export of cocaine and similar drugs from the United Kingdom
to India are substantially in accord with the procedure
proposed in the "draft note"; and Hr. Montagu is disposed
to think, on the information available, that the Government
of India will be ready to assist in giving effect to the export regulations now suggested for adoption in the United Kingdom, in so far as India is affected by these regulations. The Government of India have, however, been consulted on the subject, and on the receipt of their reply a further
communication will be made.
